Why such a hurry to Cancel Schemes launched by previous Harish Rawat Government

According to some news reports, the new Government after going into the merit of the projects has decided to allocate budget to only those projects which are either half-way more to completion.

Trivendra Singh Rawat's Government has decided to drop majority of 4000 Projects announced by the previous Harish Rawat Government.

The new Government finds such a move important as the state is deficient in funds.

The people of Uttarakhand must thus be ready to see many of the schemes announced during the previous Government quashed.

The decision raises two broad questions.

Firstly, how much time is needed to look into the merit of 4000 schemes/projects?

The new Government is less than 3 months old. Is this time period sufficient enough to look into the merit of 4000 projects/schemes?

Secondly, what are the criteria for deciding the merit of a project? Are all such criteria fully looked into?

To conclude, quashing down projects may appear a simple act, but it is not. A scheme is not launched out of thin air. Most of the times people demand and protest for it. Many man hours have went into it. When seen from this perspective, is the lack of funds a sufficient reason to cancel already announced schemes?

Ideally, if a scheme is bad, then even a running one can be brought down. But if a scheme is good, then cancelling it on the basis of its completion status or insufficient funds can't be valid reasons. More so, when the scheme is launched by a state which depends largely on the Central Government for funds.
